現場観察を伴う安全活動に関する一考察

本稿では，現場観察を伴う安全活動について，代表的な現場パトロール，対話型パトロール，マネジメントオブザベーション（MO）を概説するとともに，実際に産業界で行われている活動事例の目的と実施方法を整理した。その結果，現場観察を伴う安全活動の目的が，リスク検出や作業改善，信頼関係の構築，組織的な課題の発見，教育訓練や学習など多岐にわたるため，目的に応じた実施方法の選択が必要であることを指摘した。特に継続的な改善や組織的な改善を重視する場合，信頼関係と相互尊重に基づく観察が安全文化にとっても労働災害防止にとっても重要であると考えられる。

Abstract
 This paper provides an overview of safety activities involving on-site observation, addressing representative practices such as site patrols, dialogic patrols, and management observations (MOs). It also organizes the objectives and implementation methods of actual activities conducted in industry. The analysis shows that the purposes of safety activities incorporating on-site observation are diverse, encompassing the detection of on-site risks, improvement of working environments, building of trust relationships, identification of organizational challenges, training in risk detection, and learning best practices. Accordingly, it is argued that selecting implementation methods based on the intended objectives is essential when conducting on-site observation.
